The Scientific Council of the Institute performs the duties of the Institute’s expert council. The Scientific Council has 32 members, consisting of: Director; Head of the Branch; Representatives of assistants and senior assistants (2); Representatives of employees in scientific positions. Employees employed in scientific positions elect their representatives by scientific departments, proportionally to the number of members of individual departments employed in scientific positions.

The President of the Scientific Council of the Institute may be an employee of the Institute from among senior scientific associates, scientific advisors and scientific advisors in permanent election. The President of the Scientific Council of the Institute shall propose his/her deputy from among the elected members of the Scientific Council, and the Scientific Council shall confirm the proposal of the Deputy President of the Scientific Council of the Institute by a majority vote of the members present.

The Scientific Council of the Institute has the following powers:

  1. determines and implements the scientific policy of the Institute;
  1. adopts the Rules of Procedure of the Scientific Council of the Institute;
  1. adopts the plan of scientific work of the Institute;
  1. makes decisions on scientific and professional issues;
  1. adopts the Ordinance on additional criteria for selection to scientific and associate positions and the Ordinance on additional criteria for re-election to scientific and associate positions;
  1. conducts elections for vacant scientific, associate and professional positions;
  1. conducts elections for senior scientific positions;
  1. conducts re-elections to scientific positions;
  1. conducts the elections of title scientists;
  1. gives the Director an opinion on the proposed program agreement of the Institute;
  1. provides the Institute’s Governing Board with an opinion in the procedure for appointing the Institute’s director;
  1. proposes to the Board of Directors members of the Competition Committee for the selection of the Director;
  1. proposes to the Management Council of the Institute the mission and development strategy of the Institute;
  1. provides the Governing Board with a prior opinion in the procedure for adopting the Statute;
  1. provides the Governing Council with a prior opinion in the process of adopting the Regulations on the appointment of mentors and the evaluation of the work of associates and mentors;
  1. elects scientists emeritus (scientists of distinction);
  1. elects the heads of the Institute’s scientific departments upon the proposal of the director;
  1. establishes the Ethics Committee and elects the members of the Ethics Committee;
  1. adopts the Code of Ethics;
  1. approves the submission of scientific project proposals for competitions;
  1. approves internal projects;
  1. approves the establishment of research centers;
  1. evaluates the work of associates and mentors;
  1. performs other tasks in accordance with this Statute and other general acts of the Institute

The Scientific Council of the Institute performs tasks within its jurisdiction at sessions. Sessions of the Scientific Council of the Institute are convened by the President of the Scientific Council of the Institute or the Director of the Institute. A session of the Scientific Council of the Institute may also be convened at the request of 30% of the members of the Scientific Council of the Institute. The Scientific Council of the Institute has full authority to discuss and decide when more than half of the total number of members are present at the sessions.
